California's Cap-and-Trade Program Provides up to $183 in Total Customer Benefits in 2025 While Reducing Dependence on Fossil Fuels
OAKLAND, Calif. , Sept. 15, 2025 /PRNewswire/ -- In October, millions of residential and eligible small business customers will see a California Climate Credit automatically applied to their Pacific Gas and Electric Company (PG&E) electric bill. No action is required to receive the credit.
Residential households with an active electric account will receive an electric credit of $58.23 , the same amount they received in the spring.
The twice-a-year electric credit was first delivered in April, in addition to an annual natural gas credit of $67.03 for residential customers with a natural gas account. Total bill credits for residential customers receiving both gas and electric service from PG&E in 2025 is $183.49 .
Eligible small business customers will also receive the electric credit in October, following an identical credit that was applied in April. In total, they will see $116.46 in annual bill credits.
The California Climate Credit reflects the public's share of the state's efforts to cut carbon emissions through the Cap-and-Trade Program , overseen by the California Air Resources Board . It is distributed by PG&E to customers as directed by the California Public Utilities Commission (CPUC).

Since 2014, the CPUC calculates PG&E residential and small business customers have received an average of $1,000 in California Climate Credits on their utility bills, totaling more than $12.9 billion in Cap-and-Trade Program benefits statewide.

PG&E offers a variety of ways to save energy and reduce monthly bills. Customers are encouraged to sign up for a free personal energy coach with the HomeIntel program, enroll in the Budget Billing program, and check that they are on the lowest-cost rate plan for their home or business.
Customers can find their lowest rate simply by logging into their PG&E online account and using the Rate Comparison tool. Ensuring customers are on the lowest-cost rate for their household or business can help them manage energy costs and potentially reduce their monthly bills.
Personalized recommendations for financial assistance, bill management programs and other resources can be found using an online Savings Finder tool, taking a Home Energy Checkup ,
or visiting Save Energy & Money .
Energy Efficiency DIY Toolkit
Did you know you can lower energy bills and save money by building an Energy Efficiency DIY Toolkit ? With an investment in energy-efficient materials, customers can save hundreds of dollars each year.
Income-eligible Assistance Programs
- PG&E Match My Payment Program : offers a dollar-for-dollar match, up to $1,000 , for qualifying low-to moderate-income customers to pay past-due bills to prevent service disconnections. Customers must make at least a $50 payment toward their outstanding bill each time to receive matching dollars.
- Relief for Energy Assistance through Community Help (REACH) : offers a one-time energy credit for income-eligible customers of up to $300 based on a past-due balance.
- Low Income Energy Assistance Program (LIHEAP) : a federally funded assistance program overseen by the state that offers a one-time payment up to $1,500 on past due bills to help low-income households pay for heating or cooling in their homes.
- Energy Savings Assistance (ESA) : provides energy-savings improvements at no charge.
- Arrearage Management Plan (AMP) : a debt forgiveness plan for eligible residential customers.
- Family Electric Rate Assistance (FERA) : new guidelines provide a monthly discount of 18% on electricity, regardless of household size.
- California Alternate Rates for Energy (CARE) : offers a monthly discount of 20% on gas and an average of about 35% on electric bills (compared to non-CARE bundled customers).
